The justification is that LARSA, Inc. is the sole author and distributor of this specific segmental bridge analysis software, making it the only vendor capable of providing the required technical assistance, upgrades, and maintenance. The software is deemed the only one that can satisfy the agency's need for analyzing and designing concrete segmental bridges. A maintenance agreement is required to keep the software updated with standards and to provide user support. Quotations from other sources will be considered if received within 6 days of the posted date.
