EFLHD is seeking proposals for pavement management data collection on the National Park Service paved road network as well as possible additional state and federal partners when future data needs are determined and required. The contractor will provide the data collection vehicle(s), equipment needed, and the trained personnel to collect to the specifications detailed in this Statement of Work. The contractor-provided vehicle(s) shall collect data while traveling at or near the posted speed limit and all sensor data must be collected simultaneously in one pass. Pavement data shall be analyzed to provide EFLHD with pavement roughness, rut depth, cracking, faulting, macrotexture, and other specified distresses. The contractor shall report condition ratings and distress index scores to EFLHD at specified intervals. Deliverables to EFLHD include pavement distress data (analyzed for condition index and rating scores), Global Navigation Satellite System (GNSS) information, downward pavement images, forward/backward video image logs, field equipment verification documents, data viewing software and/or online/website for video/data display, and other pertinent data as defined in this Statement of Work. The scope of work for this contract does not include collection of routes that are manually rated (typically paved parking areas or unpaved roads/parking). While the EFLHD Road Inventory Program does collect data on these locations, they are not a part of the scope of work for this contract.
