This opportunity is for reconstruction and widening of Veterans Drive (RTE 30) in St. Thomas, USVI, including new lanes to create a continuous four-lane roadway for about 2,052 ft, plus pedestrian/vehicular safety, drainage, and miscellaneous work. The work will be split into multiple schedules/contract options, with total estimated cost between $80,000,000 and $90,000,000. Contract award/notice to proceed is subject to receipt of permits, and proposal documents are expected to be issued on or about November 19, 2026. Offerors must submit a technical proposal in addition to a cost proposal. The contract includes a DBE subcontracting goal of 32.10%, and award will require meeting the goal or demonstrating good faith efforts.
