The U.S. Maritime Administration (MARAD), Norfolk, VA intends to award a firm fixed price purchase order for Potential Offeror to provide all labor and materials necessary to conduct all tests and inspections (2- 1/2 year, and 5 year requirements) of the Port and Starboard Boilers, Boiler Valves and Steam piping as required by USCG and ABS including, Valves Inspection - this is the removal of the bonnet then the inspection of the bonnet and the internal parts of the body and HYDROSTATIC TESTS of the boiler and Main steam piping. In addition to the above the contractor will be required to open the Furnace and other items for inspection to meet the requirements of the regulatory bodies onboard Training Ship KENNEDY located at the Massachusetts Maritime Academy, 101 Academy Drive, Buzzards Bay, MA 02532, in accordance with the Statement of Work. NOTE: The complete solicitation package will be posted to the Federal Business Opportunities (FBO) website by April 22, 2019. The ship shall be available for work performance on or about 20 May 2019 with a completion date sufficient to return the ship back to full service in no later than 30 June 2019. SITE VISIT A site visit will be conducted onboard the T.S. KENNEDY at 9:00 a.m. Eastern Standard Time on Thursday, April 25, 2019 at 10:00 a.m. Eastern Standard Time at 101 Academy Drive, Buzzards Bay, MA 02532. All potential offerors intending to submit an offer should plan to attend site visit. Responses to questions will be issued by amendment to the solicitation package. Failure of a prospective offeror to submit any questions or to attend the site visit will be construed to mean that the offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the site visit will be held solely to allow offerors an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract in order that they may prepare an accurate and complete price quote. All prospective offerors are advised that at the conclusion of the site visit, unless this solicitation is amended in writing, it will remain unchanged and, that if an Amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment shall be applicable. ATTENTION: Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
