Intent: It is the intent of the Maritime Administration to solicit quotes from small business concerns for all labor, materials and services (except where noted as being government furnished) to perform various maintenance, inspections, and repairs to systems and equipment aboard the Training Ship State of Maine (TSSOM). In addition, this work involves the procurement and delivery of various parts and equipment to the ship. Background: The TSSOM is a U.S. Government owned training ship provided to the Maine Maritime Academy to train young men and women for a career in the U.S. Maritime Industry. The ship is part of the National Defense Reserve Fleet (NDRF) and maintains a U.S. Coast Guard Certificate of Inspection (COI) and American Bureau of Shipping (ABS) Classification with the following designations and notations: USCG Service / ABS Description: Public Nautical Schoolship. SOLAS Category: Cargo Ship. MARPOL Category: Not an Oil Tanker. ABS Class Notations: The ship is enrolled in a Continuous Hull and Continuous Machinery Survey with ABS. As a Public Nautical School Ship and Cargo Ship (non-tanker), the regulations of 46 CFR 167, in addition to ABS Rules and SOLAS Regulations for a Cargo Ship (non-tanker), govern all work performed aboard. Work Description: The chart below represents a brief description of the work items required in the Statement of Work. The Contractor shall provide all labor, materials and services (except where noted as being government furnished) to accomplish the following work ITEMs in accordance with all ABS Rules and USCG and SOLAS Regulations as follows: 1 Liferafts - Maintenance and Inspections 2 Life Boat & Rescue Boat Davits - Maintenance and Inspections 3 Fire Detection and Extinguishing Systems - Maintenance and Inspections 4 SCBAs and Breathable Air Compressor - Maintenance and Inspections 5 Safety Radio and SVDR - Maintenance and Inspections 6 Vibration and Infrared Survey - Annual Survey 7 Slop Oil - Disposal 8 Galley and Mess Deck Equipment - PM and Test 9 Steam System Relief & Safety Valves - Annual Inspections and Testing 10 Aft MSD - Clean and Disposal 11 Ship's Service Air Compressor - Overhaul 12 Mattresses - Procurement 13 Mooring Lines - Procurement 14 Fuel Oil Treatment Chemicals - Procurement 15 Gymnasium Flooring - Demo and Install 16 Main Deck Hatch Area Flooring - Demo and Install 17 Stern Tube Lube Oil Coalescer - Installation 18 Fuel Oil Coolers - Installation 19 Watertight Door Remote Hand Pumps - Overhaul 20 Fan Room and Plenum Repairs - Repairs and Coatings 21 Mooring Winch Drives - Upgrade 22 Liferaft Racks - Repairs 23 Whistle - Repairs 24 Machine Shop Bulkhead Penetrations - Repairs 25 Pilot Ladder Access - Fabrication 26 01 Hatch Lifting Padeyes - Fabrication 27 SSDG Generator Bearings - Open and Inspect 28 Bridge Flooring - Demo and Install Period of Performance: The estimated period of performance is approximately March1, 2019 through February 29, 2020. However, individual work ITEMs within this SOW may require earlier completion dates (as stated in the Period of Performance within each ITEM). The 2019 Summer Training Cruise will begin the first week in May 2019 and end approximately mid July 2019. The Contractor shall not be permitted to perform work on the ship during the period between those dates (first week of May 2019 thru mid-July 2019). Ship Check: A site visit is anticipated during the week of Feb 11 - 15, 2019. Failure of a prospective quoter to submit any questions or to attend the site visit will be construed to mean that the quoter fully understands all requirements of the solicitation. Prospective quoters are advised that the site visit will be held solely to allow quoters an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract in order that they may prepare an accurate and complete price quote. All prospective quoters are advised that after the site visit, unless this solicitation is amended in writing, it will remain unchanged and, that if an Amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment shall be applicable.
