Request for Information (RFI) The Maritime Administration Division of Atlantic Operations (MARAD-DAO) Office of Acquisition is issuing this Request for Information (RFI) 6933A2-22-RFI-0002 in accordance with FAR 15.201(e). The issuance of this RFI is for occupational medical health surveillance exams for James River Reserve Fleet (JRRF) personnel. The purpose of this RFI is to solicit informal expressions of interest and comments on the SOW from potential contractors and other persons interested in providing this type of service who could help MARAD-DAO in formulating its requirements before putting out a formal solicitation. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Quotation/Proposal (RFQ/RFP) nor a guarantee that one will be issued by the Government in the future; furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Quotation/Proposal. MARAD-DAO is not at this time, seeking proposals or quotes and therefore will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for costs associated with submission of the information being requested or reimburse expenses incurred for responses to this RFI. Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or sensitive information contained in their response. This is a request for information only and does not obligate the Government in any way, nor does it commit the Government to a specific course of action. Background Pursuant to the provisions of the Maritime Administration’s (MARAD) “Action Plan for the Control of Asbestos Exposure in MARAD Programs,” MARAD is seeking to enter into a contract with an Occupational Health Medical Facility (FACILITY), employing an Occupational Health Physician (PHYSICIAN), Nurses and Certified Medical Technicians to provide occupational medical/physical examinations to designated MARAD employees assigned to the James River Reserve Fleet (JRRF). The health risks of occupational exposures to asbestos and hazardous materials are becoming well known. In order to limit preventable illnesses and to provide medical surveillance to the JRRF employees who may have been exposed to potentially hazardous materials and chemicals in the past, MARAD’s Occupational Medical Surveillance Program provides medical/physical examinations and laboratory tests to these employees. Objective The primary purpose of this RFI is to seek information to accomplish the following in accordance with the Statement of Work (SOW): Basic Periodic Medical Examinations Medical Laboratory Tests Audiometric Hearing Test Pulmonary Function Test Electrocardiogram (EKG) A Comprehensive Occupational History A Judgement of the Employee’s Ability to Use Respiratory Equipment Any Additional or Follow-up Occupational Health Related Examinations/Medical Laboratory Tests Deemed Necessary Offer a Hepatitis B Vaccination Pre-Placement/Fit for Duty Examination Chest X-Rays (Posterior and Anterior) THERE IS NO SOLICITATION AT THIS TIME. MARAD-DAO Office of Acquisition is seeking responses from industry regarding their respective experiences and capabilities applicable to the following key questions: Please describe your organization's breadth of expertise/competency to provide Occupational Medical Surveillance medical/physical examinations and laboratory tests to these employees as the type of exams/laboratory testing that is the same or similar to what is identified in the SOW. Does your facility have a Board Certified “B” Reader, Radiologist? Does your facility maintain professional liability insurance in an amount not less than $1,000,000? Is your facility less than 50-miles from the James River Reserve Fleet site location? Please provide any other feedback or suggestions that you deem appropriate.
