Introduction/Purpose The Federal Aviation Administration’s (FAA) Airport Technology Research and Development Branch has a requirement for the evaluation and consolidation of findings from previously performed Pavement Inspection studies into a comprehensive analysis and technical standards. The effort includes activities related to project management, engineering, and writing technical documents. The period of performance for this effort will be two years. 2. Incumbent Contractor N/A 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to this Market Survey. The FAA may award this effort under an existing contract vehicle and will utilize results from this notice to determine if that is appropriate. 4. Standard Language THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Proposal may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Any cost associated with a Market Survey submission is solely at the interested vendor’s expense. The purpose of this Market Survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, WOSB concerns, HUBZone concerns, EDWOSB concerns, and SDB concerns capable of providing the services contained in the SOW. The responses to this notice will help determine the acquisition strategy and whether adequate competition exists to set-aside. Below is a list of required items. Please see attachment for specific information. Note: The FAR references cited in SAM.gov are not applicable to the FAA as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS). 5. North American Industry Classification System (NAICS) Code The NAICS Code for this procurement is expected to be 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1,000 employees. 6. Submittal Requirements Responses to this Market Survey should include the following elements and must be no longer than 5 pages: (a) Corporate Experience & Technical Capabilities: Please provide relevant corporate experience and technical capabilities that demonstrate the ability to satisfy the requirements set forth in the attached draft SOW. (b) Existing Acquisition Vehicles: Please indicate if your company can satisfy this requirement utilizing an existing contract vehicle (i.e., eFAST, GSA, etc.). If so, please provide an appropriate point of contact and adequate details. (c) Other Information: Please provide any other applicable information, any comments on the requirements or general feedback for the FAA's consideration for planning this acquisition. (d) Provide documentation of socio-economic status if applicable. 7.
