Introduction/Purpose The Federal Aviation Administration's (FAA) Airport Technology Research and Development Branch, Pavement R&D Section has a requirement for a Heavy Weight Deflectometer per Attachment 1, Draft Statement of Work (SOW). 2. Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to this Market Survey. The FAA may award this effort under an existing contract vehicle and will utilize results from this notice to determine if that is appropriate. 3. Standard Language THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/Request for Proposal may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Any cost associated with a Market Survey submission is solely at the interested vendor's expense. The purpose of this Market Survey is to solicit statements of interest and capabilities from large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the services contained in the SOW. The responses to this notice will help determine the acquisition strategy and whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or Socially & Economically Disadvantaged Business (SEDB/8(a)) certified firms. North American Industry Classification System (NAICS) Code The NAICS Code for this procurement is expected to be 334519 - Other Measuring and Controlling Device Manufacturing with a employee size standard of 500 employees. 5. Submittal Requirements Responses to this Market Survey should include the following elements and must be no longer than 10 pages. (a) Existing Acquisition Vehicles: Please indicate if your company can satisfy this requirement utilizing an existing contract vehicle (i.e., eFAST, GSA, etc.). If so, please provide an appropriate point of contact and adequate details. (b) Other Information: Please provide lead-time, estimated freight charges, any other applicable information, any comments on the requirements or general feedback for the FAA's consideration for planning this acquisition. 6.
