This is a Market Survey to attain information, comments, and capabilities from industry in accordance with FAA Acquisition Management System (AMS) Policy that will aid in the formation of an acquisition strategy and award for the procurement of Geomesa Framework over Amazon Web Serviecs Elastic Map Reduce Training. The responses to this Market Survey will be used for informational purposes only. This is not a screening information request or a request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this Market Survey. Therefore any cost associated with the Market Survey submission is solely at the interested vendors’ expense. At this time, the nature of the competition has not been determined. The FAA may decide to do an unrestricted competition or set asside the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the Small Business Administration (SBA) for participation in the SBA's 8(a) Program. Under Title 49 of the United States Code (49 U.S.C.), the FAA is authorized to train employees as necessary in the exercise and performance of the powers and duties of the Administrator. The Human Factors Research and Development Branch employs scientic methods and advanced technology to perform research to assure that human operators of systems perform as safely and effectively as possible. The principle North American Industry Classification System (NAICS) code for this effort is 611512; Flight Training. Vendors must address the following 3 components within their submittal at minimum: 1. Requirements/Scope: • See Attached Statement of Work (SOW) Please provide a capaiblity statement that includes: - In-depth knowledge and significant history to include one or more completed professional projects working on a software development project using the GeoMesa framwork for the United States Government, and previous experence in providng instructional training on cloud-based large-scale data ingestion and processing, preferably involving GeoMesa software development in a virutal setting. - Resume, credentials, or description of prior experience of the possible instructor relevant to the proposed training. - History of company and ability to accomplish the training objectives outlined in the SOW. 3. Compressed files (i.e. zip files) have the potential to be rejected by the FAA system.” If your proposal package exceeds 15 megabytes in total, the FAA expects you to submit multiple emails as needed to ensure the entire proposal package is received. Please include “1 of x” in the subject line of each email. Hughes Technical Center (WJHTC) at the Atlantic City International Airport, NJ has a requirement for energy efficiency upgrades for multiple buildings. The work includes the provision of all labor, materials, equipment, and incidental related work for the following buildings at the WJHTC: -BLDG 305- Replace the existing sloped and domed skylight systems, storefront systems and entrances including all weather stripping at the remaining exterior doors not scheduled to be replaced with the new storefront systems, and construct three new vestibules at the secondary exits. -BLDG 27 & 28- Replace the existing pyramid skylight systems, exterior storefront systems, curtain wall systems, and entrances as well as selected interior vestibule doors and frames. (2) PERIOD OF PERFORMANCE: The period of performance will be 330 calendar days from the Notice to Proceed (NTP). (3) NATURE OF COMPETITION: The acquisition strategy for this procurement is full and open competition and this anticipated procurement will not be a set aside. The principle North American Industry Classification System (NAICS) code for this effort is 236220 - Commercial and Institutional Building Construction with a size standard of $39.5M. (4) STANDARD LANGUAGE: This Solicitation is a Request for Offer (RFO), and an awarded contract may result from proposals submitted in response to this announcement. The Government will not be liable for any costs associated with the submittal of a response to the SIR. (5) SITE VISIT: A mandatory site visit is scheduled for 9:00AM (EST) on Tuesday February 9, 2021.
