The Federal Aviation Administration (FAA) is soliciting proposals for support services for operations and maintenance of the NextGen Pavement Materials Laboratory and the Advanced Materials Research Laboratory. The NAICS code for this requirement is 561210, Facilities Support Services, and the size standard is $41.5 million. The FAA plans to award one (1) Firm-Fixed Price (FFP) contract with Other Direct Costs (ODCs) CLINs with a period of performance of one (1) base year and four (4) one (1) year options. Interested parties responding to this solicitation are directed to the attached Screening Information Request (SIR), 692M15-20-R-00012 and the accompanying attachments. We are requesting that all questions be submitted on the attached question form titled “Question Submission Form,” by 5 p.m., EST, June 10, 2021, to Elizabeth Ford Ochs at Elizabeth.ford@faa.gov . This market survey is issued in accordance with FAA Acquisition Management System (AMS) paragraph 3.2.1.2.1, to obtain information necessary to determine whether adequate competition exists to set-aside this requirement among small businesses, service-disabled veteran-owned small business’s or 8(a) certified firms. The purpose of this market survey is to solicit statements of interest and demonstration of capabilities from large businesses, small businesses, service-disabled veteran-owned small business; and 8(a) certified firms, capable of providing laboratory operations and maintenance services in accordance with the attached Statement of Work. The FAA will not pay for any information received or cost incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor expense. This market survey is not a request for proposal (RFP). At this time, the nature of the competition has not been determined.
