Simulation Pilot Support MARKET SURVEY ANNOUNCEMENT #692M15-19-R-00014 11 April 2019 1. Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement for Simulation Pilot Support as outlined in the Draft Statement of Work (SOW). The Simulation Pilot Support will be supporting the Simulation Branch, ANG-E16 in the Laboratory Services Division at the William J. Hughes Technical Center in Atlantic City, NJ. 2. Incumbent Contractor Hi-Tec Systems Inc. 3. Nature of Competition Depending on the outcome of this market survey, the FAA may decide to do a full and open competition or set aside the procurement for small businesses or services-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses certified by the SBA for participation in the SBA’s 8(a) program. Potential sources are cautioned that no further announcement may be made if a competitive small business set-aside is accomplished. 4. Standard Language Interested companies are reminded that – (a) This is not a Screening Information Request (SIR) or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor’s expense. 5. Submittal Requirements for Market Survey Interested companies are required to submit the following: (a) Capability Statement – Please provide a capabilities statement that demonstrates experience in the following tasks listed below. Please include reference to contracts you currently have, or have had in the past three (3) years, of similar size and scope and provide the following information for each: a. Agency b. Period of performance c. Contract dollar value d. Point of contact with phone number e. Submit a summary of your firm’s capability in meeting the FAA’s requirement as described in the attached Draft SOW. Please include: (i) The Company’s technical approach to the tasks described in the attached draft SOW, (ii) Corporate experience with this type of work, (iii) Any additional information to assist the FAA in planning the acquisition strategy. The Capability Statement should not exceed five (5) pages in length. (b) Business Declaration – Please complete the attached form, along with the appropriate Small Business Administration (SBA) certification where applicable. 7. Delivery of Submittals All submittals must be received via email at kimberly.a.knight@faa.gov no later than 4 PM (EST) on May 01, 2019. Other (a) The FAA will not be conducting a pre-proposal conference and/or a site visit prior to submittals in response to this market survey announcement.
