Introduction: This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is conducting market research to identify potential sources for an anticipated contract for Power Distribution Upgrades at the GLS Maintenance Base in Massena, NY. The purpose of this notice is to obtain information, for planning purposes, regarding the availability and capability of qualified sources to perform the work. The purpose of this notice is to obtain the following information: 1. Determine what sources exist that are capable of satisfying the Government’s requirement, 2. Determine the capability of potential contractors, 3. Determine the size and status of potential sources under NAICS 237130 – Power and Communication Line and Related Structures Construction, and 4. Determine the level of competition. 3. Requirement Description: The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S. Government corporation within the U.S. Department of Transportation which owns and operates that portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Quebec. GLS’s mission is to facilitate the safe and efficient passage of commercial vessels through the Seaway which includes maintenance, repair and/or replacement of structures and facilities. GLS has a requirement for the installation of two 13.8KV – 480V power distribution systems at the GLS Maintenance Base which includes a transformer, main breaker, automatic transfer switch (ATS), emergency generator, switchgear and power panels at each location. The GLS Maintenance Base has two existing power distribution transformers. One for the Maintenance Base buildings and one for the Paint Shop. The Maintenance Base transformer is a 1000KVA dry type, 13.8KV-480V and is located inside the main Maintenance building in the transformer vault. The Paint Shop transformer is a 750KVA liquid filled (non-PCB) type, 13.8KV-480V and is pad mounted outside the Paint Shop. They are each connected with one underground high voltage feed to New York Power Authority (NYPA) Structure #60 near the Maintenance Base entrance. The existing transformers are undersized for the current loads and do not have a reliable emergency generator backup power source. GLS intends to construct new facilities at its Maintenance Base which would increase the power demands. The scope of this requirement would rectify both issues, the lack of reliable emergency generators, and appropriate sizing to account for current and near future power needs. The performance location is 251 Fregoe Road in Massena, NY 13662. 4. Response: Interested firms shall submit the following: 1. Name of Company; Company Address; Point of Contact, with Name, Phone Number and Email; Unique Entity Identification Number (UEI), CAGE Code, and Socio-Economic Size Status under NAICS Code 237130 (Large/Small Business/HubZone/8(a)/Woman Owned Small Business/Service-Disabled Veteran Owned Small Business/etc.) 2. Provide a capability statement that lists three projects similar in scope, completed in the last 3 years. These projects may involve power distribution upgrades for entities outside of the federal government. Brief descriptions of the relevant projects shall be provided along with contact references for each project. (Not to exceed 3 pages). 3. Respond via e-mail to chora.snyder@dot.gov.
