Pre-Solicitation Notice for Core Drilling and Pipe Replacement at Eisenhower and Snell Locks. This is a PRE-SOLICITATION NOTICE; it is not a solicitation announcement, therefore this synopsis neither solicits for proposals and no contract will be awarded based on this synopsis. The purpose of this synopsis is to advise the public that the Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a requirement for Core Drilling and Pipe Installation and Eisenhower and Snell Locks in Massena, NY. GLS is seeking a contractor to perform core drilling, installation, and grouting of new pipes at multiple locations at Eisenhower and Snell Locks in Massena, NY during the winter shutdown season on or about January 12th through March 9th, 2026, when the locks have been dewatered. GLS has differential pressure pipes installed in the locks that allow for a pressure reading to be obtained just above (upstream) and below (downstream) the miter gates in the lock. These readings are used in the operation of the lock. The existing pipes begin at internal stairwells or passages in the concrete structure of the lock and terminate at the lock wall itself. Over time, the pipes have become obstructed at three gate locations, creating the need to core drill new holes in slightly different locations and install new pipes and grout. The work consists of both indoor and outdoor portions. The work will be performed at the following miter gate locations: Eisenhower Upstream, Eisenhower Downstream (190A Barnhart Island Road, Massena, NY 13662 address), and Snell Downstream (145 Snell Lock Road, Massena, NY 13662), all on the North wall. The solicitation will be issued as a Request for Proposal. The requirement will be a 100% Total Small Business Set Aside using NAICS Code 237990 with a Size Standard of $45.0M. The resulting award will be a firm fixed price contract under FAR Part 15. Pursuant to FAR 36.204, the magnitude of this construction project is between $500,000.00 and $1,000,000.00. Offerors must be registered in SAM.gov to be considered eligible for award.
