This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-05 dated August 07, 2025. This requirement is being solicited as a Total Small Business Set Aside using FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The NAICS Code is 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The solicitation number is 6923G525Q0673. **NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing. SCHEDULE OF SUPPLIES/SERVICES: See Attachment B –Pricing Sheet. DESCRIPTION OF WORK: GLS has a requirement for a contractor to perform inspections, full services, operational and load-bank testing of the Emergency Generators and associated Automatic Transfer Switches. CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a firm fixed price contract under FAR Part 12 and FAR Part 13, subject to the availability of funds. CONTRACT PERIOD OF PERFORMANCE: The period of performance will consist of a 12-month base year and four (4) twelve-month option years. PLACE OF PERFORMANCE: Eisenhower Lock, Snell Lock, Snug Harbor, and Seaway Visitor Center all located in Massena, NY 13662. SITE VISIT DATE: September 08, 2025, 10:00AM EST. Participants shall meet at Eisenhower Lock Overlook (North), 190B Barnhart Island Road, Massena, NY 13662.
