This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2025-03 dated January 17, 2025. This requirement is being solicited on a sole source basis under FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The NAICS Code is 333248 – All Other Miscellaneous Special-Purpose Machinery Manufacturing. The solicitation number is 6923G525Q0190. The Great Lakes St. Lawrence Seaway Development Corporation (GLS) intends to award a Firm Fixed-Price, sole source contract to Cavotec USA, Inc., Mooresville, NC 28115, under the authority of FAR 13.106-1(b)(1), Soliciting from a single source, based on only one responsible source. This acquisition is for the purchase of parts for the Hands Free Mooring equipment at GLS. Cavotec USA, Inc. is the Original Equipment Manufacturer (OEM) of the required parts and is the only known source capable of supplying them due to proprietary rights and lack of authorized resellers. This notice is not a request for competitive quotes. No requests for capability briefings will be honored as a result of this notice, and any information provided will not be used as part of any future solicitation requirement. No telephonic inquiries will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract to Cavotec USA, Inc. The Contracting Officer has determined that the circumstances of the contract action deem only one source reasonably available. The Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a need to procure parts for Hands Free Mooring (HFM) Equipment from Cavotec. The HFM equipment is critical for safely and efficiently performing lockages at Eisenhower and Snell Locks. **NOTE: Offerors must be registered in SAM.gov and have an active registration at the time of this solicitation closing. SCHEDULE OF SUPPLIES/SERVICES: See Attachment A –Pricing Sheet. DESCRIPTION OF WORK: Procurement of OEM proprietary Hands-Free Mooring (HFM) replacement parts from Cavotec USA for maintenance and continued operation of existing Cavotec HFM systems. These parts are only available from Cavotec due to proprietary design and compatibility requirements. CONTRACT TYPE: This solicitation is a Request for Quote (RFQ) that will result in the award of a Firm Fixed-Price contract under FAR Part 12 and FAR Subpart 13, subject to the availability of funds. CONTRACT PERIOD OF PERFORMANCE: The awarded contractor will be required to complete services within 30 business days after receiving a notice to proceed. PLACE OF PERFORMANCE/ACCEPTANCE: Delivery and acceptance will occur at GLS Maintenance Base located at 251 Fregoe Road Massena, New York 13662. QUOTE DUE DATE: July 28, 2025, 4:00PM EST.
