The POC for this action is Chora Young, Contract Specialist, email: purchasing@dot.gov // NOTHING FOLLOWS // The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is requesting qualification proposals on a Full and Open Basis from all qualified firms to be evaluated in Phase I of a two-phase procurement for the design-build project titled “Snell Lock Concrete Diffusers Replacement” GLS anticipates selecting approximately five (5) of the most highly qualified successful firms during the Phase I to receive the Phase II solicitation. In accordance with FAR 36.301, use of two-phase design-build selection procedures are being conducted for this procurement. In Phase I of the two-phase design-build selection procedure, interested firms (referred to as “Offerors”) submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation. The Government will evaluate the Phase I Proposals in accordance with the criteria described herein and will short-list approximately (5) of the Phase I Offerors to compete for the design-build contract in Phase II. In Phase II, the short-listed Offerors will submit proposals in accordance with the Phase II Request for Proposals. This is NOT a request for proposal. SOLICITATION NO. 6923G522R1080 PROCUREMENT TYPE: Pre-Solicitation Notice TITLE: Snell Lock Diffuser Replacement Construction Project located at Massena, New York Classification Code: Z2KA—Repair or Alteration of Dams This proposed procurement is “Full and Open” NAICS 237990 "Other Heavy and Civil Engineering Construction" with a size standard of $39,500,000.00. The Great Lakes St. Lawrence Seaway Development Corporation has been tasked to solicit for and award construction services for the Snell Lock Diffuser Replacement project which is located in the Town of Massena, New York. This requirement will be a Design-Build project. The proposed project will be a competitive, firm-fixed-price (FFP), contract procured in accordance with FAR 15, Contracting by Negotiations. The scope includes furnishing all plant, labor, equipment, and materials, and perform all work to replace diffuser structures at Snell Lock located in Massena, New York. The diffusers are geometrically complex reinforced concrete hydraulic structures which are a critical part of the lock structure as they are required to dissipate large forces from the release of lock chamber water and reduce downstream turbulence which is needed for vessel navigation safety. These structures are original to the construction of the lock and after over sixty years of operation are near the end of their service life. Replacement of these structures will require a complex design. The design must entail specifics on how to demolish the existing diffusers while protecting the integrity of the adjacent lock structures and install the replacement diffuser structures. Pursuant to FAR 36.204, the magnitude of construction is between $5,000,000 and $10,000,000. Additional information in accordance with the Statement of Work will be included in the Request for Proposal (RFP) package. It is anticipated that the RFP will be released on or about 24 August 2022. Phase I proposals will be due on or about 23 September 2022. The media through which the Government chooses to issue this solicitation will be the internet only. This solicitation will not be issued in paper format. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM).
