The Saint Lawrence Seaway Development Corporation (SLSDC) is requesting qualification proposals on a Full and Open Basis from all qualified firms to be evaluated in Phase I of a two-phase procurement for the design-build project titled “Eisenhower Lock Concrete Diffusers Replacement” SLSDC anticipates selecting approximately five (5) of the most highly qualified successful firms during the Phase I to receive the Phase II solicitation. In accordance with FAR 36.301, use of two-phase design-build selection procedures are being conducted for this procurement. In Phase I of the two-phase design-build selection procedure, interested firms (referred to as “Offerors”) submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation. The Government will evaluate the Phase I Proposals in accordance with the criteria described herein and will short-list approximately (5) of the Phase I Offerors to compete for the design-build contract in Phase II. In Phase II, the short-listed Offerors will submit proposals in accordance with the Phase II Request for Proposals. This is NOT a request for proposal. A solicitation package will be made available for Phase II. Description of the Proposed Contract Services: This scope of work shall provide all design and construction services required to complete the replacement of diffuser structures (diffusers) at Eisenhower Lock located in Massena, New York. The St. Lawrence Seaway Development Corporation (SLSDC) intends to replace up to six (6) concrete diffusers (water manifolds) below the downstream sill at Eisenhower Lock over two winter seasons. Estimated Costs of Construction are between $5 million and $10 million. Proposed Contract Type: Firm-Fixed Price. Any information given to a prospective offeror concerning a solicitation will be furnished promptly to all other prospective offerors on the Government Point of Entry at beta.Sam.gov, if that information is necessary in submitting quotations. All responsible offerors may submit an offer which shall be considered by the Saint Lawrence Seaway Development Corporation.
