Furnish all plant, labor, equipment, and materials, and perform all work to replace existing power distribution system equipment with new at Snug Harbor and Snug Harbor Transformer Vault in Massena, New York. The project consists of the removal and disposal of a 500 KVA dry type 13.8 KV - 480 V transformer. It will require upgrading existing and furnishing and installing new 480 V – 1,200 AF breaker and a 480V power panel, and furnishing and installing a new 1000 KVA FR3 liquid 13.8 KV – 480 V transformer, a new 1,200 A automatic transfer switch, a new 1,000 KVA diesel generator with fuel tank in a weatherproof enclosure, and associated cabling. The work will include site preparation and construction of reinforced concrete pads and bollards on which the new generator and transformer will be mounted. It will include replacing power distribution equipment at Snug Harbor. This solicitation was amended on 08/24/2020. This amendment is fourfold, first it serves to provide an updated Part I, Section B-Supplies and Services and Prices/Costs to be used for submitting bids which is located on page three of this amendment. Second, it serves to inform that the IFB Snug Harbor Power Distribution Upgrade(6923G520SnugHarborPower) has been revised and is now named IFB Snug Harbor Power-6923G520B1032 and can be downloaded from the attachment list. Third, it serves to move the bid opening date to Thursday, September 23, 2020 at 1:00pm(est). Fourth, it serves to add an additional site visit on September 9, 2020 at 10am (est). This amendment serves to include questions asked by prospective offerors and the answers provided by the Contracting Officer’s Representative. 1.) Q: Are any of the existing wiring that we are disturbing asbestos covered? A: Prior to performing any work, the contractor shall determine if there is asbestos covered wire present at the Snug Harbor/Gatelifter work areas. If they determine that there is, they shall submit work plans for approval to address the issues. SLSDC does not have knowledge of asbestos containing wire in the work areas. 2.) Q: Does the existing structures next to where the gatelifter is located have lead paint on them? A: Prior to performing any work, the contractor shall determine if there is lead paint present at the Gatelifter/Snug Harbor work area. If they determine that there is, they shall submit work plans for approval to address the issues. In approximately 2013, the SLSDC conducted a lead abatement and repainting project in the Gatelifter/Snug Harbor work area. SLSDC does not have any further knowledge of lead paint in work areas.
