The Saint Lawrence Seaway Development Corporation (SLSDC) will be soliciting an Invitation for Bids (IFB) to rehabilitate concrete for the downstream culvert valve recesses and the north intake manifold (tear drop) locations at Snell Lock. Additionally, the contract would include concrete rehabilitation on the Vertical Lift Gate (VLG) pit wall at Eisenhower Lock. Both locks are in Massena, New York. The work includes furnishing all labor, materials and equipment to rehabilitate portions of damaged concrete utilizing dry mix shotcrete application methods. This work also includes furnishing lights, heat, water and all other utilities during construction. The downstream culvert valve recesses are approximately 14’ by 20’ rectangular shafts that drop down approximately 90’ and the concrete rehabilitation will take place on the walls of the shaft. The intake manifold is located at the upstream end of the north culvert and is approximately 100’ below the top of the lock wall working surface. The VLG pit at Eisenhower lock is located approximately 80’ below the working surface and the wall extends up approximately 35’ and is about 80’ wide. All locations will require a crane or and/or lifts to access the areas safely. All demolition of damaged concrete (i.e. chipping, saw cutting, etc.) will be completed by the SLSDC and/or others prior to this scope of work. Work shall be completed between on or about January 18, 2021 and March 5, 2021. The IFB package will be released for bids on or about August 7, 2020 with bids due on or about September 8, 2020. The project cost range is estimated to be between $100,000 and $500,000. This is a total small business set-aside. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway Development Corporation. NAICS Code: 238110, Size Standard: $16.5M.
