The contractor will furnish all plant, labor, equipment and materials and perform all work for dredging at the Marine Base mooring area and at the Eisenhower Lock spare gate assembly area as described in the project specifications and Contract Drawings. This is a sealed bid solicitation, offers will be publicly opened 10:00am(est) August 19th, 2020. The location of the Public Bid opening is 180 Andrews Street, Massena, NY 13662. Sealed envelopes containing offers shall be marked to show the offeror’s name and address, the solicitation number, and the date and time offers are due. Bidders do not need to wait until the day of bid opening to submit their bids and are not required to attend the public bid opening. *This is a recompete of the cancelled Solicitation Notice ID: 6923G520B0500 and IFB Number: 6923G520B0663. This amendment serves to correct the schedule for completion of work as follows: 1. Section 11. on Page 1 of the Solicitation now reads; The Contractor shall begin performance within 10 calendar days after receiving the notice to proceed and complete by October 30, 2020. This performance period is mandatory. 2. The Milestone requirement for the Marine Base area on Page 10 in C.18.(7.) is removed from the solicitation. 3. Clause 52.211-10 Part (c) on Page 18 now reads; complete the entire work ready for use not later than October 30, 2020. The time stated for completion shall include final cleanup of the premises. This amendment is two-fold, first serves to offer an additional site visit for interested contractors. The site visit will be conducted on August 12, 2020 at 10:00am(est). Second, it serves to change the bid schedule to offer interested contractor’s the opportunity, at a cost, to use equipment furnished by the St. Lawrence Seaway Development Corporation. The equipment is Poseidon Barges as follows; ten(10) sections of 5 x 40 x 10 with a unit capacity of 37,000 lbs. and five(5) sections of 5 x 20 x 10 with a unit capacity of approximately 18,500 lbs. There are also five rakers and two 60’ spuds and the barges are equipped with spudwells and winches to handle the spuds. The revised bid schedule is on page two and three of this amendment and it must be filled, signed and returned with all other bid documents. This solicitation was amended on 08/11/2020. The Saint Lawrence Seaway Development Corporation (SLSDC) will be soliciting an Invitation for Bids (IFB) for a dredging project in the Wiley-Dondero Canal to accommodate the increased draft for vessels. The SLSDC plans to deepen the mooring areas at the Eisenhower Lock spare gate assembly area near 190A Barnhart Island Road, Massena, New York and at the SLSDC Marine Base near 251 Fregoe Road, Massena, New York. These areas are located outside of the navigation channel boundaries between and Eisenhower and Snell Locks. This work will comprise of the removal of up to approximately 5-feet of river bottom sediment at these locations. The dredged material will be placed in an adjacent on-land disposal site owned by SLSDC in the vicinity of the Wiley-Dondero Canal. The estimated quantities are as follows: Location Dredging Area (square yards) Estimated Volume (cubic yards) Marine Base 27,000 40,000 Eisenhower Lock Spare Gate Area 7,600 10,000 The solicitation for this IFB will be released on or about July 17, 2020 with a response date of August 17, 2020. SLSDC intends to award to this solicitation on or about August 20, 2020. The cost range is estimated to be between $1,000,000 and $5,000,000. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway. Prospective offerors must be registered on the System for Award Management at www.sam.gov to be eligible for award.
