The Saint Lawrence Seaway Development Corporation (SLSDC) is soliciting bids to reinforce the damaged concrete base for Aid to Navigation (ATON) Light No. 199 located at Comfort Island Shoal in the St. Lawrence River, about 1 mile southwest of the Village of Alexandria Bay, in Jefferson County, New York. The work comprises a new steel reinforcement structure that will be installed through and onto the existing concrete light tower base that is about 20 feet square and sits in about 6 to 8 feet of water. The work includes a large diameter (~12"-14") boring that will extend approximately 20 feet deep through concrete and into sound bedrock in order to anchor the reinforcement structure. The work also includes the temporary removal of the Light 199 tower while the reinforcement structure is being installed, and then reinstalling the tower atop of the new reinforcement structure. There is no land access to the work area, it is only accessible by water. The work requires permits from the U.S. Army Corps of Engineers (USACE) and the New York State Department of Environmental Conservation (NYSDEC), which have been obtained by the SLSDC and will be made available to the Contractor. The IFB package will be released on or about April 8, 2019 with a response date (bid opening) of on or about May 9, 2019. It is anticipated to start work in July 2019. The contractor shall not commence actual onsite work until at least 48 hours after the NY DEC has received the notification form. The SLSDC will inform the Contractor as to when onsite work may commence. The contractor shall complete all work within 60 days of mobilization. Final completion of the project shall not exceed August 9th, 2019. Applicable NAICS code - 237990, Size Standard - $36.5M. This is a total small business set-aside procurement. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway. Prospective offerors must be registered on the System for Award Management at www.sam.gov to be eligible for award The estimated cost range is between $100,000 and $250,000.
