This is a sources sought notification for construction/repair of Aid to Navigation (ATON) Light 199. ATON Light 199 is a maritime navigational aid owned and maintained by the St. Lawrence Seaway Development Corporation (U.S. Department of Transportation) located along the commercial shipping channel of the St. Lawrence River. ATON Light 199 is located approximately 1000 feet offshore from the Keewaydin State Park Parking Lot & Boat Launch, roughly near the town of Alexandria Bay, New York. The St. Lawrence Seaway Development Corporation (SLSDC) intends to solicit bids for the project soon, with the intent to execute all construction/repair during the traditional construction season of 2019. Exact dates and timeframes will be crafted to align with optimal water level, weather, and environmental factors. The anticipated window for beginning work is mid-July 2019. The SLSDC is seeking to ensure there is adequate interest and capabilities among small business. The NAICS code for this project is 237990, and the small business size standard is $36.5 million. Businesses other than small are still encouraged to respond; if there is not enough interest within the small business community, SLSDC will consider full and open competition. The SLSDC is seeking to determine the capability of two different methods of construction/repair. The first method consists of the removal and replacement of unsound concrete up to about 12 inches in depth on the surface of a reinforced concrete structure. The structure is about 20 feet square and sits in about 6-8 feet of water. The existing tower and light would remain. The second method being considered would consist of drilling from the top of the ATON concrete base, through the existing concrete base, and finally into the bedrock at a preferred depth. A pole would then be inserted into the hole with a replacement ATON Light affixed to the pole. The existing concrete base would then serve no structural purpose for the new ATON. SLSDC will obtain all required permitting for the project from all applicable government agencies. Any coffer dam/shoring required for the project shall be provided by the contractor. Sources interested in this project are asked to respond stating their interest and capability to perform either method or both methods. They are asked to address the following within their responses: • SBA certification for this NAICS code and size standard (Small or other than small business) • If the contractor were in the government's position, which way would they seek to accomplish this task, considering cost, schedule, logistics, and overall practicality.
