This combined synopsis/solicitation is an RFQ for commercial services under FAR Part 12, and the Government intends to award on a sole source basis to Sharma & Associates, Inc. The work continues the Federal Railroad Administration’s research on the retention capacity of rail equipment glazing systems, in accordance with the attached Statement of Work. The award will be a firm fixed price purchase order with base CLINs for finalizing an FRA report, developing a simplified finite element model, and industry engagement/updated performance requirements, plus two option CLINs for documentation of results, including an option for a detailed validated finite element model. Option CLINs may or may not be exercised. The applicable NAICS code is 541690 with a $19M small business size standard.
