Amendment No. 0001 is hereby issued to answer questions submitted in response to Solicitation No. 6913G624Q300033, make changes to Part IV, Instructions to Offerors and to extend the quotation delivery date as described in the attached document. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA has a requirement for one (1) diesel-engine railway car spotter vehicle with an option for extended field support and training. This solicitation is being conducted in accordance with (IAW) Federal Acquisition Regulations Part 12, Acquisition of Commercial Items and pursuant to FAR Part 13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. This announcement constitutes the only solicitation. This acquisition is being conducted using full and open competition and the Government intends to award a single firm fixed price purchase order. Inquiries: Offerors shall submit questions, clarification requests, or other inquiries pertaining to this solicitation no later than 4:00pm Daylight Savings Time on, May 17, 2024. Any questions received after this time and date shall be answered only if determined by the CO to be in the best interest of the Government. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA intends to issue a solicitation for one (1) diesel-engine railway car spotter vehicle with an option for extended field support and training. The car spotter shall be equipped with all components necessary to enable it to function reliably and efficiently in sustained operation. The Car Spotter Minimum Requirements are included in the attached drafted Statement of work and shall be delivered to Norfolk Naval Shipyard, Portsmouth, Virginia 180 days after date of award. This is a Pre-Solicitation notice and not a request for quote. The Government intends to issue the solicitation on or about April 19th, 2024. The applicable North American Industry Classification Code System (NAICS) for this procurement is 336510- Railroad Rolling Stock Manufacturing; the Small Business size standard is 1,500 employees. This is a full and open procurement, and it will be conducted in accordance with FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The Government intends to award a single Firm?Fixed?Price Purchase Order resulting from this solicitation to the vendor whose offer conforms to the solicitation represents the best value, price and other factors considered. However, the Government reserves the right to make no awards depending on the quality of quotations.
