This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G623Q300013 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2023-01, effective 12/30/2022. The NAICS Codeis 541611. The small business size standard is $24.5M. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) is working with the Federal Motor Carrier Safety Administration (FMCSA) to provide consulting and support services for the review of their operations as part of the Agency’s commitment to continuous improvement. To properly manage safety programs and successfully carry out their mission, the Agency tasked the Volpe Center with reviewing the organizational structure of a new department within the Agency. The goal of the organizational assessment is to provide recommendations on structure, function, mission, division of labor, and morale. All assessment work should prioritize safety as the core tenant of the agency’s mission. LINE ITEMS Quantity: 1 Unit of Measure: EA Unit Price: Total Price: PSC: R799 Period of Performance: date of award to 08/22/2023 REQUIREMENTS/Statement of Work (see attachment): The Government intends to award a firm fixed price purchase order as a result oft his Combined Synopsis/Solicitation. Please provide a firm fixed price quote on the specifications attached. PERIOD OF PERFORMANCE: date of award to August 22, 2023. INSTRUCTIONS TO OFFERORS: Vendors are required to meet all solicitation requirements in addition to those identified as evaluation factors. Failure to meet a requirement may result in a vendor submission being ineligible for award. If the vendor finds it necessary to take exception to any of the requirements specified in the solicitation, the vendor shall clearly identify where it is addressed in its proposal and provide a complete explanation of why the exception was taken, what benefit (if any) accrues to the Government, and its impact (if any) on the performance, schedule, cost and specific requirements of the solicitation. Each exception shall clearly identify the specific paragraph and/or part of the solicitation to which the exception is taken. Questions shall be submitted by 12:00 noon Eastern Standard Time on January 24, 2023. Quotes shall be submitted by 3:00 PM Eastern Standard Time on January 30th, 2023. Quote submission will consist of two parts: Price Submission Technical Submission In addition to price the following technical factors will be used to determine best value. Technical Factors are more important than price: Factor One: Technical Approach Factor Two: Staffing Factor Three: Past Performance SECTION I –PRICE Vendors shall submit a price component, which shall include the following: Unit Price and Total Cost Supporting documentation Assumptions, conditions, and exceptions related to price Discounted Rate(s) showing percentage of discount from GSA Schedule Contract Rate(s) will be accepted The vendor shall propose sufficient detail to meet the requirements of the Statement of Work (SOW) The vendor should propose what is believed to be the most advantageous to the government. SECTION II-TECHNICAL SUBMISSION The Technical submission shall include the following: FACTOR 1 –Technical Approach FACTOR 2 –Staffing FACTOR 3 –Past Performance FACTOR 1 –Technical Approach Vendors shall provide a Technical Approach Summary of how they will successfully meet contents in the SOW for this Request for Quote (RFQ). The Technical Approach Summary shall be no longer than 2 pages. FACTOR 2–Staffing The Government will consider and evaluate the following aspects of the Vendor’s quote regarding Staffing: The Vendor shall provide résumés that demonstrate the qualifications of the proposed key personnel and other proposed staff in terms of technical experience, expertise, education, and training relevant to the effort described in the SOW. These resumes will be evaluated for experience, education, and accomplishments against the task areas described in the SOW. In addition to applicable technical experience, resumes should reflect experience (if any) in managing and/or directing projects similar to those described in the SOW. Resumes should be provided for only those personnel for whom the Vendor can make a firm commitment to being assigned to this order. Resumes must also be verifiable in that relevant dates, names, and addresses of educational institutions. Additionally, employers must be provided for all experience, education, and specialized training claimed. FACTOR 3–Past Performance The Government will evaluate the past performance record of the proposed Vendor and proposed major subcontractor(s) for this order. A major subcontractor(s) is a subcontractor that is proposed to perform at least 20 percent (20%) of the effort. The vendor shall submit documentation for three (3) recent and relevant projects. The Government will evaluate the likelihood of successful performance and relative capability to perform the requirements outlined within the SOW. The Government will only evaluate projects or contracts that have already been performed. Past performance submission shall include: Recency and relevancy of the past performance history. Recency - Projects are considered recent if they have been completed within the last five (5) years. Information that fails to meet this condition will not be evaluated. Relevancy- Projects are considered relevant if they are similar to the tasks of the type and complexity described in the SOW. For each contract or project, Vendors shall provide the following: customer’s name, organization and contact information; contract or project number and title; dates of performance; a description of the work performed and how it is relevant to the SOW. Vendors shall also identify the amount of involvement of the proposed key personnel under this task order in the past performance examples. Lack of the involvement of key personnel in past performance submissions will not be evaluated as favorably or unfavorably. Evaluation and Basis of Award: This order will be awarded to the vendor that can provide the services that represent the best value to the Government. Non-price factors are significantly more important than price. The Government will make award to the responsible vendor whose submission conforms to the solicitation terms and conditions and represents the “Best Value” to the Government. Therefore, an award may be made to other than the lowest priced offer. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the Vendor’s best terms. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer (CO) to be necessary. In addition to price, this assessment will be based on the Technical Factors: Factor 1 –Technical Approach, Factor 2 – Staffing, and Factor 3 – Past Performance. Comparative Evaluation: The Government may perform a comparative evaluation (comparing offers to each other) to select the contractor that is best suited and provides the best value, considering the evaluation factors in this solicitation.
