The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) in Cambridge, MA, intends to modify Contract No.6913G623D30004, a single-award Indefinite Delivery/Indefinite quantity (ID/IQ) contract, awarded to Quality Turbo Charger components LLC for the purpose of increasing the ID/IQ ceiling using other than full and open competition procedures in accordance with the approved Justification and approval(J&A). This action will result in an increase in contract ceiling identified above which is necessary to allow for technical support for the Army’s locomotive fleet of 101 locomotives, specifically by increasing full technical support to the 72 conventional locomotives. This notice shall expire on April 03, 2025 4:00PM Eastern Standard Time. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a capability statement, proposal or quotation, which shall be considered by the agency by responding to the Contracting Officer, via email rachelle.faiteau@dot.gov. The estimated award date is on or about April 28th, 2025. Responses shall be limited to five (3) pages or less, including all attachments. Interested parties will be considered only if they respond to this notice with clear and convincing evidence that competition would be advantageous to the Government. All capability statements received prior to the above stated expiration date and time will be considered by the Government. The Government will not be responsible for any costs incurred by responding to this notice. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is emphasized that responses to this Notice are not considered o?ers and cannot be accepted by the Government to form a binding contract. The Volpe Center anticipates, but does not guarantee, a modification will be awarded on the basis of this justification. However, should requirement of this modification fail to materialize, no basis for claims against DOT Volpe Center shall arise as a result of this notice.
