This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G622Q300045 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and Incorporated provisions are those in effect through Federal Acquisition Circular 2022-07, effective August 10, 2022. The NAICS Code is 541330; the Small Business size standard is $16.5M. The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) in supporting Transport Canada (TC), will conduct a review and analysis of technology readiness and operational, safety, regulatory, and cost considerations for the implementation of automatic parking brakes (APB) on railway freight cars operating in Canada. Line Items: CLIN: 00100 Description: Task 1: Kick-off meeting and regular meetings (described in page 1 in the SOW) CLIN Type: FFP POP: 09/01/2022 to 02/15/2023 Unit: EA Unit Count: 1 CLIN: 00200 Description: Tasks 2 through 8 (described in pages 1 through 4 in the SOW) CLIN Type: FFP POP: 09/01/2022 to 02/15/2023 Unit: EA Unit Count: 1 The Government intends to award a firm fixed price purchase order as a result of this Combined Synopsis/Solicitation. Please provide a firm fixed price quote on the specifications attached. Quotes will be evaluated based on lowest price technically acceptable. PERIOD OF PERFORMANCE: date of award to February 15, 2023. Established relationships with staff at Wabtec and New York Air Brake Established relationships with key railway stakeholders such as AAR, FRA, APTA, NTSB, TSB, and North American rail companies Previous experience studying issues associated with rail braking in curves and mountainous terrain Previous experience studying issues contributing to uncontrolled rail car movements leading to derailment General knowledge of the North American freight rail-car fleet The FAR provisions and clauses cited in this notice can be reviewed at www.acquisition.gov/far.
