A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other services must contain complete service information and prices. This announcement constitutes the only notice; Quotes are being requested and a written solicitation will not be issued. This notice will be open for 15 days in accordance with FAR 5.203(a)(2). Request for Quotation (RFQ) Number 6913G6-21-Q-300069. The North American Industry Classification Systems (NAICS) code for this requirement is 541330, which has a Small Business Size Standard of $16,500,000.00. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i). The Government is expected to place a purchase order with Johns Hopkins University ., as they are the only known source capable of meeting the Government’s requirement. The Sole Source Justification is attached. This procurement will be processed using FAR Part 13, Simplified Acquisition Procedures. A Labor-Hour (LH) type purchase order is anticipated. The required period of performance for this requirement is 13 August 2021 – 30 September 2021. Volpe, The National Transportation Systems Center (Volpe) has a requirement for Automatic Dependent Surveillance – Broadcast (ADS-B) Services as described in the justification.
