The U.S Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) Cambridge, MA, is leading the development of the Federal Aviation Administration’s (FAA) Aviation Environmental Design Tool (AEDT). The purpose of this requirement is to purchase 300 additional licenses of the Environmental Systems Research Institute (ESRI) ArcGIS Runtime software utility in the AEDT. The ESRI ArcGis Runtime utility has been used by the AEDT program since 2005 and enables the AEDT Geographic Information System (GIS) capability. Therefore, the Government intends to award a purchase order on a sole source basis to Environmental Systems Research Institute (ESRI). The period of performance will be from date of award through April 30, 2022. The anticipated award date is on or about 05/03/2021. The NAICS Code for this procurement is 511210; the Small Business size standard is $41.5M. Interested firms must submit a written capability statement or quote to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements or quote must be submitted within three (2) calendar days from the date of publication of this synopsis. Responses received after three (2) calendar days or without the required documentation will be considered non-responsive and will not be considered. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. Telephone calls made in place of the required documentation will not be accepted.
