The U.S Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA is providing subject matter expert review of all noise modeling algorithms, simulations, and data methodologies. The Advanced Acoustic Model (AAM) was specifically developed in response to a need to address nonlinear sound propagation and complex directivity patterns from modern high thrust combat aircraft. The U.S. Air Force Civil Engineer Center (AFCEC) is transitioning aircraft noise prediction modeling from the integrated-based NOISEMAP to the simulation-based AAM. The transition to AAM affords an improved representation of aircraft noise from military aircraft. Given the transition from NOISEMAP to AAM and considering the U.S. Government investment and future plans, continued AAM improvement and refinement to the nonlinear modeling within AAM is warranted. The Volpe Center is tasked with analyzing the impacts of these refinements and communicating this information to the AFCEC and the noise analysis/mitigation community. The Volpe Center has identified Blue Ridge Research and Consulting, LLC, (BRRC) as the only firm able to meet the project needs. BRRC is a small business acoustical engineering firm focused on critical noise and vibration challenges. This Contractor has developed proprietary airspace noise optimizer software as an element to the NOISEMAP tool suite. BRRC's modeling experience ranges from publicly available models, as well as military noise and sonic boom models. No other research institute is known to have the experience with both the AAM and the NOISEMAP. Under the authority FAR Subpart 13.106-1(b) the Government intends to award a purchase order on a sole source basis to Blue Ridge Research and Consulting, LLC. The NAICS Code for this procurement is 512110; the Small Business size standard is $32.5 million. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within seven (8) calendar days from the date of publication of this synopsis. Responses received after seven (8) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.
