There is an industry day being held for all capable interested small business vendors. The Department of Transportation, Volpe Center, is holding an industry day on Tuesday, May 14th from 11am - 1pm EST at the USMMA. All interested vendors for this site visit must respond by 4pm EST Friday, May 10, 2019 via email to heather.simpson@dot.gov with the positive interest in attending the site visit, with a list of no more than 3 personnel attending the site visit and contact information. Each company will receive a confirmation email and instructions for the site visit by noon EST on Monday, May 13, 2019. (a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by the Department of Transportation, Volpe Center for the purpose of collecting information about a Design/Build Exterior Lighting Improvement Project located at USMMA 300 Steamboat Road, Kings Point, NY 11024. The NAICS code identified for this requirement is NAICS CODE 238210 Electrical Contractors and Other Wiring Installation Contractors. The requirement is detailed in the Statement of Objection section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. All responsible sources may submit a capability statement or attend the industry day for more information on this project. Please note at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the concern to be considered for a small business set-aside. Contractors that are able to meet the requirements in this announcement are encouraged to email a capability statement and full information with an interest in attending this industry day directly to the contracting officer, Heather Simpson. Part of the purpose of this notice is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. Contractors shall identify any General Services Administration (GSA) Multiple Award Schedules (MAS) that may carry the desired services. Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic for verification in www.SAM.gov. STATEMENT OF OBJECTIVES EXTERIOR LIGHTING IMPROVEMENT PROJECT The Department of Transportation, Volpe Center, has a requirement for a campus wide exterior lighting improvement project. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of objectives (SOO). This SOO describes the technical, analytical, and installation services for performing an exterior lighting improvement project for the entire campus. The contractor shall provide the subject matter expertise and all necessary resources to accomplish the deliverables described in the SOO, except as may otherwise be specified. The contractor will assist the Department of Transportation, Volpe Center with the exterior lighting project, utilizing the available energy rebate programs through the New York Public Service Electric Company of Long Island, and/or any other energy rebate programs, to be credited to the Government. It is the intention of Volpe Center to work with the contractor to provide the full benefits of the rebate program to the USMMA by properly selecting the programs approved LED lamps and light fixtures to ensure all available energy rebates are utilized. Background: The Government has deemed the current level of light throughout the Academy insufficient for security and safety purposes. The light fixtures generally are largely dated, except those that have been replaced near the entrance doors to the student barracks. Many of lights and/or fixtures may be past the useful life, and others no longer produce the light originally intended due to aging, dirt accumulation, and general wear. The lighting throughout the campus was casting an orange tint with only a few lights which appeared white. These few white lights did not significantly change the overall color of the light on the campus. The orange hue casted is not acceptable for security purposes; the overall color suitable for safety and security measures is white to light yellow, such as that produced by modern high intensity discharge (HID) technology such as high pressure sodium (HPS), metal halide (MH), and light emitting diode (LED) light fixtures. Objectives: 1. Contractor will ensure all New York State Rebates are reviewed and reimbursed to the government per the New York State Energy Rebate plan of 2019: https://www.nyserda.ny.gov/. For access to forms go to (https://www.psegliny.com/businessandcommercial rebates). 2. Contractor will address the following components in both a spreadsheet and report format. a. Lighting surveys will be needed to determine lighting upgrades for the entire campus. Lighting survey will help determine the basis for evaluating upgrades to lights that operate long hours (> 4,000 hrs/yr) in areas such as corridors, stairwells, and lobbies. b. Final Report inclusive of the campus wide Lighting Design Installation 3. Contractor support to provide all the labor and materials to upgrade to new lighting retrofits and new lighting fixtures to meet the intent of the Volpe Center (HDR) report model findings. The HDR report will be available to the contractors along with the SOO and inventory list to review at the industry day for additional information. 4. Light fixtures shall meet the requirements of the SOO and light intensity and lumens shall be based on the table from the Government's 2014 study. Other important features shall be campus wide standardization of the new lighting retrofits and new replacement lighting fixtures within a "style" to the extent feasible. e.g. - pole lights, area flood lights (roof and wall mounted), etc. for ease of long term maintenance and manageable spare parts inventories. Light retrofit kits and new lighting fixtures shall be selected rated properly for exterior use, weather resistance ratings shall be appropriately applied based on fixture locations / exposures to the outdoor harsh weather, sea salt environments and proper Ingress Protection (IP ratings). Lamp retrofits / lighting fixture replacements and quantities of lights will be identified in the final SOO with a list of the contractor lighting inventory the contractor shall be responsible to upgrade to LED technologies. Details of installation priorities for additional new light fixtures will be determined as part of the design engineering efforts, a. Project management planning, health and safety plan, and production schedules. Identification of suitable new retrofit kits and new light fixtures for existing light fixtures throughout the campus. Upon government approval, fill out and apply rebate application forms and order retrofit kits and light fixtures. A lighting inventory spreadsheet will be provided for the proposed approaches. Inclusive of all labor and materials for the onsite work to upgrade the existing lamps and lighting fixtures. b. Electrician/journeyman ad-hoc services to address any unforeseen issues during the onsite work, to also include the abilities to add new additional lighting fixtures as a result of the design engineering. c. Provide design-engineering services to address priority areas on campus for additional new lighting fixtures. This will involve lighting modeling for proper placement of new lights, recommended lighting fixtures types, quantities, locations, and determining the existing electrical infrastructure to support these additional lights. Contractor Requirements, Confidentiality and Non-disclosure: 1. The contractors shall follow all Government rules and regulations regarding information security to prevent disclosure of sensitive information to unauthorized individuals or organizations. 2. Contractor staff and management may have access to some privileged and confidential materials of the United States Government. Therefore, a background investigation may be required. Deliverables: 1. Drafts and final project work plan to be developed solely by the contractor for the Government review and final acceptance. 2. All schedule items should be detailed in the project production schedule and reported on weekly in the progress meetings. 3. Lighting retrofit kits/new Lighting Fixtures, Material List shall be provided by the contractor for Government review/approval prior to orderings. The contractor is responsible for all measurements, quantity of lighting is correct prior to ordering. 4. The contractor shall provide spare parts as described in the SOO. 5. Installation and warranty information is expected to be at least one full year after performance ends. 1 year warranty on all installation workmanship and 5 years on all lamp/light fixtures including the necessary replacement labor and materials. 6. Interim and final testing/acceptance required before start of the warranty period.
