The John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, in support of the National Highway Traffic Safety Administration (NHTSA) has a requirement to procure services from a contractor to work on Phase 2 of a study that will help us understand more about the incidence and prevalence of drug use among drivers, which drugs (and how much of them) are most prevalent, and whether certain drugs increase the risk of being involved in a crash (or fatal crash). During Phase 1, NHTSA established intitial communication with Regional Administrators. The project's objectives, purpose and design were presented to 10 different NHTSA Regional Administrators to gain their approval in order to contact specific jurisdictions wthin their States and to identify points of contacts. In total, there were eleven labs identified that met the study's participation criteria. Seven labs had agreed to supply their data, however, only 3 of the labs were able to provide their data. The Contractor will complete this project by working with the remaining four toxicology labs to obtain their data. The Government intends to award a firm fixed price purchase order on a sole source basis under FAR Subpart 13.106-1(b) to Virginia Tech Transportation Institute (VTTI). The NAICS Code is 541990; the Small Business size standard is $15M. Notice: Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within eight (8) calendar days from the date of publication of this synopsis. Responses received after eight (8) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.
