The United States Department of Transportation (DOT), Office of the Secretary (OST), Volpe National Transportation Systems Center (Volpe Center), intends to solicit, negotiate, and award on a sole source basis, a contract to The MITRE Corporation, located in Mclean, VA. The Government intends to procure, through a firm fixed-price (FFP) contract, engineering support services to conduct a demonstration of complementary or Alternative Position Navigation and Timing (APNT) systems that are appropriate for national security and critical infrastructure. Accurate sources of Position Navigation and Timing (PNT) is essential for critical infrastructure and Global Positioning System (GPS) is currently the main source of PNT. Since GPS signals are broadcast from satellites, they are susceptible to disruption from both unintentional and intentional sources. Therefore, GPS disruptions leaves critical infrastructure, especially precise timing, vulnerable. The Government intends to enter into a firm-fixed-price contract for technical support services for electrical engineering support for demonstration of both the PNT and APNT systems and related activities. To accomplish a demonstration, development of a demonstration plan and procedure including demonstration scenarios that include interference to both PNT and APNT systems, and lessons learned from previous work will be required. In addition, utilization of a previously developed "truth" reference timing/position data collection systems will be necessary so that inter-comparisons can be made between different demonstration sites. The reference system allows data to be collected to make a direct comparison of devices/systems under test. Also, the reference system include a Radio Frequency (RF) recording/playback data collection system. The RF systems is available to record the RF signal environment for future playback and deeper dive analysis. In order to meet the Government's needs the contractor must meet the following requirements: (i) expertise in conducting the APNT demonstration including experience with Locata, NextNav, and Satelles APNT technology/systems, (ii) expertise in PNT critical infrastructure, (iii) wireless laboratory facilities specializing in PNT protection, and (iv) independence from commercial APNT industry. A complete statement of work will be set forth in the Request for Proposal (RFP). RFP issuance will be on or about 9 May, 2019. The applicable North American Industry Classification System (NAICS) code for this requirement is 541330 and the small business size standard is $15.0M. This procurement will be conducted in accordance with FAR Part 16, Negotiations. Telephone calls made in place of the required documentation will not be accepted. A firm fixed priced (FFP) contract is anticipated. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. Interested firms must submit a written capability statement (maximum six pages) to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within seven (7) calendar days from the date of publication of this synopsis. Responses received after seven (7) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts.
