This is a Sole Source Procurement This combined synopsis/solicitation is prepared in accordance with FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR Part13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a FIRM FIXED PRICE Request for Quotation (RFQ) being issued by U. S. Department of Transportation (DOT), Federal Highway Administration (FHWA), Western Federal Lands Highway Division (WFLHD) for wetland mitigation bank credits. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-06. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Joseph McHugh (dba Willapa Bay Wetland Bank), 106 Wilson Road NW, Olympia, WA 98502, under the authority of FAR 13.106-1(b)(i). Willapa Bay Wetland Bank is the only company that provides the necessary wetland mitigation bank credits that WFLHD requires. All responsible offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered for the sole purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this solicitation is 531390 with an industry size standard of $7.5 million and the Product Service Code (PSC) is F113. A responsible quoter is one whose offer conforms to the solicitation and will be most advantageous to the Government.
