The Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration (FHWA), in cooperation with the National Park Service (NPS) - Glacier National Park (GNP) and the Blackfeet Nation, is proposing to rehabilitate the Many Glacier Road from just west of Babb Montana to the Many Glacier Hotel Loop Road intersection, in Glacier County Montana. As part of our due diligence, we are reaching out to area material source owners to assess what source and types of material may be available, whether available material is weed-free certified and meeting requirements of the NPS and the Blackfeet Nation, and if not, whether the gravel pit owner would be willing to have further dialogue about the project in regards to undertaking an advanced weed-free treatment program for eventual consideration of use by future construction bidders. Background of Project The project will rehabilitate the 12.4 mile-long Many Glacier Road. The first 4.8 miles of the road lie within the Blackfeet Indian Reservation, where it joins Highway 89 at Babb, Montana. The remaining 7.6 miles of the road are within Glacier National Park. We have broken this project into two distinct segments. Segment 1 is identified as the portion of Many Glacier Road within the park [MT NPS 14(4)] and Segment 2 is the portion of Many Glacier Road outside the park [MT Glacier 14(1)]. Both segments will be combined and advertised as one reconstruction contract. Construction is tentatively proposed for Fiscal Year 2020 and is expected to last two or three construction seasons. In general, the proposed project will closely follow the existing horizontal and vertical alignments of Many Glacier Road and reconstruction will provide a roadway with a consistent 22 foot-wide paved surface. This includes providing improved base material beneath the roadway, installing new asphalt concrete pavement surfacing, and replacing failed, undersized, or otherwise deficient culverts. Conceptual Volume of Various Material Needs Current design efforts (70 percent level) have identified a variety of materials needed to construct the project. Currently, we anticipate the following types, tonnage and volumes of material may be needed: Select Borrow 90,000 tons (45,685 cu yds) Aggregate Base 35,000 tons (17,766 cu yds) Aggregate Surfacing 20,000 tons (10,152 cu yds) Asphalt Concrete Pavement Aggregate 26,000 tons (13,198 cu yds) Specifics of this Request We are interested in your participation to assess whether your material source site can provide the needed materials and satisfy the weed-free requirements of the NPS and the Blackfeet Nation. If weed-free certification is currently not in place, we would also like to assess whether you may be willing to potentially enter an advanced weed assessment and treatment program in anticipation of this pending construction project. To that end, we have attached a questionnaire to help us gage the suitability of your material source site and willingness to participate in this due diligence effort. Goals of this questionnaire are as follows: Determine the types of materials your material source site currently produces, Obtain any material certification on the quality of such materials at the material source site, Learn of any plan or forecast on how much material is still within your currently approved pit development plan, Learn if you are willing to engage FHWA to discuss and possibly document a "pre-bid" royalty schedule, and Request permission to field assess your material source site and collaboratively develop a weed mitigation plan and/or possible treatment prior to bidding and construction of this project. Summary We would ask that you examine the attached material source discovery survey and populate as appropriate. Our advanced due diligence efforts will assist in the development of this important project for the NPS and Blackfeet Nation. Please help us with this request.
