Per FAA Acquisition Management System (AMS) authority 3.2.2.4 for the single source selection, Federal Aviation Administration (FAA) intends to award a single source contract to the Johns Hopkins University Applied Physics Laboratory (JHU/APL), Laurel, Maryland. Engineering services are to be acquired to support future ACAS X software logic evaluations and to develop and maintain tools to analyze issues. Services are to include program management support, software development and software engineering, independent verification and validation, prototype development, modeling and simulation, and tool enhancement. Market survey was conducted for this procurement. The market survey looked at vendor respondents’ prior work experience, capabilities, organizational characteristics, business capabilities, comments on draft scope of work, and their intent to pursue this procurement as unrestricted competition. JHU/APL is the only one qualified source capable to meeting the full suite of requirements of future ACAS X effort, including logic validation and verification, utilizing its unique qualifications and toolsets. The market survey confirmed that these toolsets do not exist elsewhere in the market. A competitive solicitation is not available for this procurement. The FAA is not seeking or accepting unsolicited proposals. The FAR references cited in beta.SAM.gov are not applicable to the Federal Aviation Administration as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).
