NOTICE OF INTENT TO CONTRACT WITH A SINGLE SOURCE: The Federal Aviation Administration Logistics Center (FAALC), intends to award a single source contract to CIAO Wireless Camarillo, CA. The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center proposes to modify, under single source for ARSR-4 Low Noise Amplifier/Limiters (LNAs). In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source when it is determined to be in the best interest of the FAA. This procurement is considered to be single-sourced to CIAO Wireless based on the current contract, DTFAAC-09-D-00035, order 0007, which includes the manufacturing of 350 REV2 LNAs and modification of 190 REV1 version LNAs to REV2. Due to an issue during FAA’s Key-Site testing process on the REV2 units, a stop build was issued and the specifications were upgraded to REV3, which now requires all remaining REV1 and REV2 units must be modified/upgraded to REV3 LNAs. These LNA/Limiters are a custom design manufactured by CIAO for the FAA under an existing contract, making CIAO the original manufacturer of these LNA/Limiter as well as the proprietary designer and manufacturer of the LNA. This announcement is for informational purposes only and not a Solicitation/Request for Proposal. This requirement will be awarded to CIAO Wireless and is not available for full and open competition. All questions pertaining to this announcement should be addressed in writing to the Contract Specialist, Gib Park, gilbert.n.park@faa.gov, (405) 954-7898, no later than Wednesday, July 31, 2019.
