PRE-SOLICITATION NOTICE: The Federal Aviation Administration intends to issue a Screening Information Request (SIR)/ Request for Proposal (RFP) for Organizational Development, Leadership Coaching and Mentoring Services. The focus of the services will be on building individual and organizational performance in support of the Office of Acquisition and Business Services (ACQ) mission, vision and values. TYPE OF CONTRACT: The FAA intends to enter into an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a single offeror as a result of competitive solicitation, to be awarded no later than the end of the fiscal year (30 Sep 2020). The anticipated duration of the contract is five (5) years. EVALUATION FACTORS: Technical, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SBA SIZE STANDARD: The NAICS Code is 611430, Professional and Management Development Training. The size standard is $11.0 million. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. PUBLICIZING: The official SIR/RFP and its attachments will be posted to the Contract Opportunities/SAM/FBO website at https://beta.sam.gov/. REGISTRATIONS: In order to be awarded a contract, an offeror must have a DUNS number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications.
