This is a market survey capability assessment for the required labor, facilities, equipment, tools, test equipment, packing, preservation and packaging, parts, software, and any other technical or administrative support necessary to provide the required Contractor Depot Level Support (CDLS) for the Low Power Distance Measure Equipment (LPDME 415SE). The LPDME 415SE is a component of instrument landing capability for precision and non-precision approaches that measure the distance from the aircraft to the runway. It general has a range of 40 miles from the airport and aids not only in the approach but also in allowing pilots to remain position oriented around the airport. This orientation is especially valuable in high terrain location and helps airplanes to avoid obstacles or restricted areas. The LPDME equipment in aircraft sends a pulse signal to the ground base. LPDME, which responds with an answer pulse signal. Support is required for all sites and configurations utilizing the LPDME 415SE and includes contractor depot logistics support, integrated logistics support, configuration management, exchange and repair (E&R) and return and repair (R&R) of line replaceable units (LRUs), fabrication and or procurement of LRUs, repair procedures, engineering change proposals and technical assistance/engineering services for the MMAC Oklahoma City, OK. Nature of Competition The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, and 8(a) certified firms, capable of providing this requirement, per the attached draft Statement of Work (SOW). This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. In order to make this determination the FAA requires the following from interested vendors: Capability Statement - This document should identify: • Type of services provided by your firm, • Size and type of services provided by previous contracts (elaborate and provide detailed information and past performance), • Number of years in business 4. Standard Language (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor’s expense 5. Submittal Requirements for Market Survey Please respond by reviewing the Statement of Work attachment. Responses shall not exceed 15 pages, in Times New Roman, size 12 pt. font. Response shall also provide a point of contact number and name (either by phone, email or both) for questions.
