To design new structures to be permanently mounted on the Buoy Barge and the Grasse River that are suitable for use as push knees aligning with the equivalent structure included in the new tug Seaway Guardian. The Contractor was selected to perform this work because they are the Marine Architect that designed the Seaway Guardian including the pushing knees and their engineers have been on site to observe how the Corporation's existing tug is used to push the Buoy Barge while commissioning buoys. They also have knowledge of the configuration of the Barge Grasse River and the requirements for moving/pushing it. This is a logical follow-on contract for the continued development or production of a major system and highly specialized equipment, including major components thereof. If this work was awarded to any other contractor there would be substantial duplication of cost to the Government that would not be recovered through competition and would lead to unacceptable delays in fulfilling the agency’s requirements.
