MARKET SURVEY/CAPABILITY ASSESSMENT FOR ACQUISITION OF FRASCA CONVERSION SOFTWARE TO SUPPORT FAA NETWORK INTEGRATION OF FRASCA FLIGHT TRAINING DEVICES NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE EMAILED TO THE CONTRACTING SPECIALIST. The Federal Aviation Administration (FAA) is seeking interested sources that are capable of providing the creation of a software conversion tool to translate FRASCA’s proprietary Digital Serial Interface (DSI) to the industry standard Distributed Interactive Simulation (DIS) protocol, to be then translated to High Level Architecture (HLA). This conversion will provide a gateway to connect three FRASCA simulators (2 Beechcraft Baron G-58’s and one Cessna 510 Mustang) previously purchased by the FAA to the FAA’s networks. The potential procurement would include all software, hardware and technical support to fully implement the required bridge between the simulators and the FAA networks. The responses to this market survey are for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. All responses to this market survey must be received by 3:00 PM CST, 2/05/2019. Respondents are encouraged to review the above description and submit a capability statement. Submit all responses, including attachments and questions, electronically to Jennifer.Lucas@faa.gov .
