This Request for Information (RFI) is released pursuant to Federal Acquisition Regulation (FAR) Part 10, Market Research. The RFI is issued solely for information and planning purposes, is not a solicitation, and does not constitute a commitment to or by the Government. Information submitted in response to this notice is voluntary. All data received in response to this notice that is marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. The Government will not pay for information nor will it compensate any respondent for cost incurred in developing the information provided or any follow-up information requests. Not responding to this RFI does not preclude participation in any future solicitation. The purpose of this notice is to improve interested parties’ understanding of the proposed requirement for industry comment and question and the Government’s understanding of current industry capabilities. The Department of the Treasury, Internal Revenue Service (IRS), Office of Procurement, Office of Business Solutions Acquisition (OBSA), Treasury Operations Branch (TOB) is issuing this RFI to gather information regarding current industry (both small and large business) capability to meet all requirements stated in the attached draft Performance Work Statement (PWS) for Seizure & Forfeiture of General Property to support the business requirements and strategic mission objectives of Treasury and the agencies within the United States Department of Homeland Security (DHS) that participate in the Treasury Forfeiture Fund (TFF). Note: Technical Exhibits are not attached to PWS. Interested parties are asked to provide the following information and response to questions: Company name and DUNS and SAM Unique ID. Company point of contact name, title, email, and phone number. NAICS and any Best in Class, GSA, and/or other contract vehicle held relevant to the PWS, small business size status (if applicable) for each, and socioeconomic categories. Summarize relevant experience within the last three years. Provide a brief capability statement (not more than 2 pages). Summarize infrastructure currently established and any additional infrastructure that would be needed to provide all services under this requirement. Include an estimate of the time necessary to set up additional infrastructure (transition period). Provide comments about the attached draft PWS. Provide recommendations the Government should consider in drafting the solicitation. Responses shall not contain any brochures, advertising or any other type of extraneous, graphic literature or documents that have not been requested and are not relevant or essential in demonstrating the company’s ability to provide the required services. Questions in response to the content of this this notice may be submitted electronically on or before March 9, 2022 at 6:00 PM Eastern Daylight Time (EDT).
