This is a combined synopsis/solicitation issued by the Bureau of the Fiscal Service, on behalf of their Office of Information and Security Services (ISS) for fiber internet connection. This notice has been prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested as described in RFQ-ISS-3430201-21-001 pursuant to FAR Clause 52.212-1 Instructions to Offerors and a hard-copy written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ). The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-82. This RFQ is being issued on an unrestricted basis to the open market, under NAICS 517311 (Wired Telecommunications Services) that has a United States Small Business Administration size standard of 1,500 employees. The Government anticipates awarding one firm-fixed price purchase order for a base period of 12-months and four 12-month option periods with an effective date October 1, 2020. Questions Questions received on or before 12:00 pm (noon), EST, 7/21/2020 at purchasing@fiscal.treasury.gov, with the subject line of "Questions for RFQ-ISS-3430201-21-001 Attn: AJOHNSON/TAYERS" will be answered as amendment to the solicitation. Questions received after the deadline may not be answered. Any questions and/or comments received are not considered proprietary and will not be protected by the Government. Offerors are prohibited from communicating directly with Fiscal Service personnel about this procurement action. Quotes Responsive Quotes received on or before 12:00 pm (noon) EST, 8/11/2020 at purchasing@fiscal.treasury.gov , with the subject line of " RFQ-ISS-3430201-21-001 Attn: AJOHNSON/TAYERS" will be accepted and further evaluated. Please see attachment labeled “RFQ-ISS-3430201-21-001” for contract clauses, contract document listing, notices to offerors, and best value determination / evaluation criteria along with all the other supporting attachments for providing a responsive response to the solicitation. The purpose of this Amendment 1 is to answer vendors submitted questions. Please see the attachment labeled "Amd 1 - Q and A" for details. The purpose of this Amendment 2 is to extend the due date for quotes until August 11, 2020 at 12 pm, ET.
