Request vendors clarify pricing for optional quantity log-ins (up to 5 additional log-ins per 12-month period) by submitting an updated pricing sheet. If you cannot provide pricing for optional quantity log-ins, please provide reasoning with your updated pricing sheet. If the optional quantity log-ins are being provided at no additional cost, please submit confirmation within your updated pricing sheet by stating "provided at no additional cost" within each optional item's pricing field. 2. Extend the due date to submit proposals through January 31, 2023 at 10:00 AM ET. To clarify that the SBA Size Standard for NAICS 541519 is 150 employees and not $30M as stated in the current solicitation. 2. To clarify that authorized resellers of acceptable brand names (or equal) will be considered for competition on this solicitation. --------------------------------------------------------------------------------------------------------------------- The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Consumer Financial Protection Bureau (CFPB), is hereby requesting a formal quote for the subject requirement in accordance with the Requirements Description included within the solicitation. Brand Names to be considered for this requirement are Apptopia, Data.ai, and SensorTower. An equivalent to these brands will also be considered. This solicitation is a 100% HUBZone Small Business set-aside utilizing NAICS 541519. The Government intends to issue a Firm-Fixed Price (FFP) Contract resulting from this solicitation. Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis. The contractor’s deliverable product must provide: Data fields that accurately estimate the number of users of a mobile application each month, historically, and on an ongoing basis. Data fields that accurately estimate the number of downloads of a mobile application each month, historically, and on an ongoing basis. Data fields that accurately estimate usage trends. Data fields that estimate for a given mobile application, what other mobile applications a user is likely to use. Demographic information of users of a mobile application. Tools that provide CFPB users with the ability to search for mobile applications and navigate across categories of mobile applications. Tools that provide CFPB users with the ability to compare data across multiple individual mobile applications and save those comparisons. Tools for exporting information in csv format. Dashboard of app reviews sortable by topic. Provide at least 10 CFPB user logins. There may be a need for up to 5 additional logins per 12-month period. The proposed solution must be a Commercial Off the Shelf (COTS) item. The offeror shall adhere to the Quotation Instructions included within this solicitation. The offeror shall complete Attachment B – Pricing Sheet and submit with their proposal. Prospective offerors are cautioned against discussing the preparation of their proposal or asking questions to anyone other than the Bureau of the Fiscal Service Procurement Division. Discussions with anyone other than the Bureau of the Fiscal Service Procurement Division concerning the specifications, the documents incorporated by reference, pricing, or any technical matters are strictly forbidden. Verification of any such improper conduct may result in immediate rejection of the offeror’s proposal. Accordingly, all communications prior to award shall be directed via email to purchasing@fiscal.treasury.gov. Please review the enclosures and provide your proposal via email to purchasing@fiscal.treasury.gov with the subject line stating “RFQ - Mobile Intelligence Data Platform - Proposal; Attn: BS/KB” by no later than 1000 (10:00am ET) January 25, 2023. Any questions regarding this RFQ shall be submitted in writing to purchasing@fiscal.treasury.gov and must state “RFQ - Mobile Intelligence Data Platform - Questions; Attn: BS/KB” in the subject line, no later than 1000 (10:00am ET) on January 18, 2023.
