The Bureau of the Fiscal Service (Fiscal Service) is a bureau of the United States Department of the Treasury (Treasury). The Debt Collection Improvement Act of 1996 requires federal agencies to refer their delinquent, non-tax federal debts to Treasury for collection, and requires Treasury to maintain a schedule of private collection contractors. Disbursing and Debt Management (DDM) is an organization within Fiscal Service. DDM’s mission is to work with Federal government agencies to provide a comprehensive debt management program by identifying, preventing, collecting, and resolving debt owed to those agencies. Additionally, DDM provides debt collection services to the states. DDM requires Private Collection Ageny (PCA) services to increase the recovery of nontax, delinquent federal debts through collection and resolution. DDM will use a Performance Work Statement (PWS) with performance-based service contracting characteristics (see attached draft PWS). The PCA will receive its fees based on debt collection performance. PCAs shall collect and resolve debts in a competitive environment. Fiscal Service may service the debts internally before referring the debt to a PCA but may opt to refer a debt to a PCA at any time.
