REQUEST FOR INFORMATION MOBILE INTELLIGENCE DATA PLATFORM RFI-CFPB-22-108 This Request for Information (RFI) is issued by Fiscal Service Procurement on behalf of the Consumer Financial Protection Bureau (CFPB) to find a viable vendor pool, preferably including small businesses, to provide a Mobile Intelligence Data Platform, Brand Name or Equal to the platform available from Apptopia or data.ai (formerly App Annie). I. SCOPE Retain access to an existing web-based platform for Brand Name or Equal to Apptopia and data.ai that provides aggregate market and usage metrics (i.e. monthly active users, cumulative downloads, sessions per month, user demographics) and software development kit information for mobile applications listed in the Apple App Store and the Google Play Store, including comprehensive coverage of mobile applications that deliver consumer financial products and services. Retain access to an existing web-based platform that provides metrics on, and an interface for viewing, user reviews for mobile applications listed in the Apple App Store and the Google Play Store, including comprehensive coverage of mobile applications that deliver consumer financial products and services. Bureau staff routinely perform market monitoring of product lines that are delivered to consumers exclusively or primarily through mobile applications. Bureau staff also monitor markets where mobile is a rapidly growing channel for consumer access. Only information for brand name Apptopia, data.ai, or an equivalent will be considered. II. REQUIREMENTS The contractor shall provide access to the CFPB to utilize their web interface provided by Apptopia, data.ai or an equivalent solution. The CFPB requires aggregate market and usage data, software development kit information, and customer review tools for mobile applications that deliver consumer financial products and services in the United States. The contractor’s deliverable product must provide: Data fields that accurately estimate the number of users of a mobile application each month, historically, and on an ongoing basis. Data fields that accurately estimate the number of downloads of a mobile application each month, historically, and on an ongoing basis. Data fields that accurately estimate usage trends. Data fields that estimate for a given mobile application, what other mobile applications a user is likely to use. Demographic information of users of a mobile application. Tools that provide CFPB users with the ability to search for mobile applications and navigate across categories of mobile applications. Tools that provide CFPB users with the ability to compare data across multiple individual mobile applications and save those comparisons. Tools for exporting information in csv format. Dashboard of app reviews sortable by topic. Provide at least 10 CFPB user logins. III. ANTICIPATED PERIOD OF PERFORMANCE The anticipated Period of Performance will include one (1) 12-month base year and four (4) 12-month option years. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Sources Sought notice. Vendor responses must include sufficient evidence that clearly shows the proposed product is capable of meeting all the characteristics of the requirement as described within this RFI. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. Microsoft Office compatible documents are acceptable. No other information regarding this Sources Sought notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
