The contractor shall provide support services regardless of the selected engineering lifecycle path, methodology or approach for development and delivery of program capabilities. IRS development paths may include: Agile, Waterfall, Iterative, Commercial-Off the-Shelf (COTS), Mobile Apps, Managed Services, or other IRS approved Software development Lifecyle paths. Capability development and delivery may be accomplished using traditional, largely sequential, or waterfall-based approaches, as well as more iterative and incremental approaches that include leveraging Agile and Development Operations (DevOps) principles, methodologies, practices, and tools. The contractor shall assist the IRS in defining, managing, and executing strategies that result in the delivery of high-value, high-quality IT services and capabilities to meet both current and emerging IRS business needs.
