This is a Sources Sought Notice for market research purposes only and is not a Request for Quote (RFQ). A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. This source sought is being published to identify potential Small Business sources capable of providing support services for Modernized e-File (MeF). Please see the attached Draft Performance Work Statement for a more thorough description of the overview, objectives, and scope of work. Please answer and return the attached revised MeF technical Capability Questions to susan.a.kreider@irs.gov by 6 April 23 @1400. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 541519, Software Installation Services, Computer. The size standard for NAICS 541519 is $30M. Comments on this NAICS and suggestions for alternatives must include supporting rationale. The specific requirements can be seen in the attached Performance Work Statement (PWS). The objective of this PWS is the Development, Operation and Maintenance of the Modernized e-File (MeF). MeF provides a benefit to the return filers in that those complex returns (which many include a wide variety of supporting schedules and different tax return types) can be submitted using the same transmission platform and process. An additional benefit is the ability is the ability to simultaneously file both federal and state returns through MeF. The projects goal is to provide an Internet based e-Filing platform that any IRS tax return extension can use.
