his is a NOTICE OF INTENT TO AWARD a Federal Supply Schedule Order for a service; only one source capable, unique or highly specialized under the authority of the Multiple-Award Schedule Program pursu... his is a NOTICE OF INTENT TO AWARD a Federal Supply Schedule Order for a service; only one source capable, unique or highly specialized under the authority of the Multiple-Award Schedule Program pursuant to FAR Parts 8.402, 8.405-2 and 8.405-6. The government intends to award an order for data services related to research, advisory and consulting activity in support of CIO Research and Strategic Engagement Initiatives under a GSA MAS schedule to Forrester Research Inc for the period 02/21/2023 through 02/20/2027 to include a base year and 3 annual option periods. A limited sources justification (Treasury SF 1012) pursuant to FAR 8.405-6(c)(2)(i) has been prepared citing unique knowledge and experience with requirements, mission, operations and objectives gained from provision of services over an extended period of time in the justification. A redacted version of the SF1012 is attached to this notice. This requirement is in support of the necessary operations of the Internal Revenue Service’s ACIO Engagement – CIO Executive Program which supports technology research for infrastructure and operations. The services provided are based on “best practice” technical exchange forums with outside entities, webinars and white papers on “Effectively Managing Outsourcing Partners”, “IT Infrastructure Maturity Model”, “Mobility” and “Technology Innovation”. Forrester Research, Inc. specializes in research for supporting development for marketing and strategy initiatives by providing high-quality representative data and insights on the digital lives of consumers and business which drive more effective planning, strategy and execution. According to our market research, Forrester’s North American Research, Inc. is the largest and longest-running survey of consumers, second to only the US Census and there is no other partner with (1) the historical research archive, (2) familiarity with the customer, and (3) researcher’s skills necessary to provide these services to the IRS. Forrester has been working with the IRS CIO organization on these initiatives for multiple years and is determined to possess a unique understanding of the performance requirements, mission and objectives of the activity, which cannot be duplicated/replicated by any other firm. Responses to this notice will be evaluated by the Government. A determination by the Government not to award this contract action pursuant to the authority cited based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability and respond to the requirement no later than 6:00pm EST, February 15, 2023. Information received will be considered solely for the purpose of determining whether to award this contract pursuant to Federal Supply Schedule procedures.
