This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE Order under FAR SubPart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services, 13.501(a) Sole Source Acquisitions. Circumstances of the contract action deem that only one source is reasonably available due to unique experience in building both government and commercial innovation ecosystems. The government intends to place an open market sole source order to The Outpost, LLC. for the development and conduct of “Think Tank Roadshows” to assist government security leaders in development of forward-looking strategies for modernization in the areas of crypto, fintech, cybersecurity, and digital transformation with a performance period of 08/31/2022 through 03/31/2023. Specific tasks include (1) curating mission partner needs/advocacy through Think Tank Roadshow events, (2) delivery of a fellowship program that cultivates government intrapreneurs, and transformation sprints for digitization technologies and architecture (see performance work statement attached). The Outpost is determined to be the only known company uniquely positioned to provide a cadre of leading technical SMEs across the areas of innovation, academia, industry and government capable of addressing the modernization strategies/initiatives for some of the most difficult security challenges currently facing the Internal Revenue Service. Responses to this notice are reserved for SMALL BUSINESS CONCERNS ONLY. Responses to this notice will be evaluated by the Government. A determination by the Government not to compete this contract action based upon responses to this notice is solely within the discretion of the Government. Interested persons (small business concerns ONLY) may identify their interest and capability and respond to the requirement no later than 6:00 PM EST, August 18, 2022. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
